SINGAPORE - Over a span of 1 ½ years, an Institute of Technical Education (ITE) student took a total of 35 upskirt photographs of 14 unknown women at his college, shopping centres and unknown locations.
But Gabriel Tan Choon Wei was not found out until he enlisted for full-time police national service in 2016.
When Tan, now 23, reported at the Home Team Academy on Oct 2 that year, officers took his mobile phone away as NSFs are not allowed to bring in mobile phones with camera function into the academy.
While checking his cellphone to see whether prohibited photographs were taken of the academy, the company commander discovered upskirt photographs of women stored in his phone.
A police report was made the next day.
Tan admitted to police officers that he had started taking upskirt photos of women from mid or late-2014.
He also admitted that he had stolen female lingerie from corridors near his home in Serangoon Central .
On Tuesday (Jan 16), Tan, who faced 15 charges, was sentenced to eight weeks' jail and fined $600 after admitting to five charges of insulting the modesty of a woman and one of fraudulent possession of four pieces of women's underwear at his home.
Deputy Public Prosecutor Eunice Lau said that some time between August 2014 and January 2016, Tan insulted the modesty of women by taking upskirt photos which captured their panties, upper inner thighs and/or buttocks.
"The 35 upskirt photographs were not exhaustive of all the photographs he had taken, as he had already deleted some other upskirt photographs," she said.
Tan would target women wearing short skirts. On some occasions, he would pretend to bend down to pick up something from the floor or would be behind the woman climbing up the staircase.
He stopped taking upskirt photographs before he was enlisted into NS in May 2016.
He stated that he stopped his "foolish behaviour'' when he found out that he was enlisting into the Singapore Police Force for full-time NS.
He could have been jailed for up to one year and/or fined for each count of insulting modesty. For fraudulent possession, he could have been fined up to $3,000 and/or jailed for up to one year.

SAF sergeant jailed 15 months for sex with 13-year-old girl

SINGAPORE: A 23-year-old SAF sergeant was sentenced to 15 months’ jail on Thursday (Jan 11) for having sex with a 13-year-old girl he met on Facebook.
Tan Yong Jin pleaded guilty to two counts of sexual penetration of a minor under 14. Another three charges, including one for asking the Secondary 2 student for a nude photograph, were considered during sentencing.
The teenager cannot be named due to a gag order.
The pair, who were not in a relationship, met on the social network in November 2016. They met in person soon after, and started to exchange messages of a sexual nature.
On Jan 8, 2017, the teenager called Tan and asked him to meet her at Clementi Mall. The pair watched a movie at another mall nearby at about 1pm.
When the movie ended at about 3.30pm, the girl invited Tan to her home.
They intended to have sex at the girl’s flat at Kang Ching Road while her parents were out, Deputy Public Prosecutor Amanda Chong told the court.
After checking that her parents had not returned home, the teenager led Tan to the flat and into her parents’ bedroom. The pair had sex and washed up before the girl’s parents returned home to find a stranger in their flat.
The girl told her parents Tan was a friend, but her mother called the police nevertheless.
Ms Chong urged the court to sentence Tan to 15 months’ jail.
In mitigation, Tan’s lawyer pointed out it was the girl who had invited Tan into her parents’ bed, but conceded that his client “should have known better”.
Tan was “inept at dealing with the opposite sex, so resorted to social media to find female companionship,” the lawyer said.
In sentencing Tan, District Judge Wong Li Tein said that despite the fact that the girl consented to sex with Tan, he was “entirely to blame”.
She was just “a child of 13”, and a man of 23 should have known better, the judge said.
She added that the pair had no genuine relationship. They had met online two to three months before they had sex, the judge said, noting that Tan had made “sexual overtures” from the start.
For sexually penetrating a minor under 14, Tan could have been jailed for up to 20 years and caned.
