NTU grad student arrested for allegedly molesting teenager

SINGAPORE: A Nanyang Technological University (NTU) grad student has been arrested, after a teenager alleged that he was molested when he took part in what he thought was a research project.

The police confirmed that a report was lodged and a 25-year-old man was arrested for outrage of modesty.

Channel NewsAsia understands that the man, a Singaporean, was arrested on Saturday (Jan 20).

The incident was said to have happened last November. According to Nanyang Chronicle, the university's student-run campus newspaper, the 17-year-old victim said he responded to an online advertisement on Gumtree calling for participants to be part of a "body stimulation" research project.

Participants were promised payment of up to S$25 an hour. Those under 16 years old were promised an additional S$10 per session. A purported ad on Craigslist reportedly asked for male participants only.

The teenager told the Nanyang Chronicle that the graduate student took him to his dormitory on Nov 13 last year and instructed him to "shower and come out naked". He claimed he was then blindfolded, restrained to a bed with a cloth and molested.

The victim filed a report the following day.

According to the Nanyang Chronicle article, the teenager agreed to the man's various requests because he was afraid and that the man was "a big guy".

In a statement on Saturday, an NTU spokesperson said that there was no such research project approved by the university.

"There is no such scientific or scholarly research project that has been undertaken. Any research involving human participants must be submitted to the Institutional Review Board for review and approval," said the spokesperson, adding that NTU takes campus security and safety seriously.

“The university views academic and research misconduct as serious disciplinary offences. We are aware that the police are investigating this case and we are assisting them in their investigations."

According to the Chronicle, the graduate student denied involvement with the online ads.

SINGAPORE - Over a span of 1 ½ years, an Institute of Technical Education (ITE) student took a total of 35 upskirt photographs of 14 unknown women at his college, shopping centres and unknown locations.

But Gabriel Tan Choon Wei was not found out until he enlisted for full-time police national service in 2016.

When Tan, now 23, reported at the Home Team Academy on Oct 2 that year, officers took his mobile phone away as NSFs are not allowed to bring in mobile phones with camera function into the academy.

While checking his cellphone to see whether prohibited photographs were taken of the academy, the company commander discovered upskirt photographs of women stored in his phone.

A police report was made the next day.

Tan admitted to police officers that he had started taking upskirt photos of women from mid or late-2014.

He also admitted that he had stolen female lingerie from corridors near his home in Serangoon Central .

On Tuesday (Jan 16), Tan, who faced 15 charges, was sentenced to eight weeks' jail and fined $600 after admitting to five charges of insulting the modesty of a woman and one of fraudulent possession of four pieces of women's underwear at his home.

Deputy Public Prosecutor Eunice Lau said that some time between August 2014 and January 2016, Tan insulted the modesty of women by taking upskirt photos which captured their panties, upper inner thighs and/or buttocks.

"The 35 upskirt photographs were not exhaustive of all the photographs he had taken, as he had already deleted some other upskirt photographs," she said.

Tan would target women wearing short skirts. On some occasions, he would pretend to bend down to pick up something from the floor or would be behind the woman climbing up the staircase.

He stopped taking upskirt photographs before he was enlisted into NS in May 2016.

He stated that he stopped his "foolish behaviour'' when he found out that he was enlisting into the Singapore Police Force for full-time NS.

He could have been jailed for up to one year and/or fined for each count of insulting modesty. For fraudulent possession, he could have been fined up to $3,000 and/or jailed for up to one year.

SINGAPORE: A smaller percentage of students who took last year’s O-Level examinations scored at least five passes, according to results released by the Ministry of Education (MOE) and Singapore Examinations and Assessment Board (SEAB) on Friday (Jan 12).

Out of 29,112 candidates who sat for last year’s exams, 83.4 per cent – or 24,287 students – scored at least five passes compared to the record 84.3 per cent, or 25,551 students, who sat for the exams in 2016.

A total of 29,090 students – 99.9 per cent – were awarded certificates for passing at least one subject, the same proportion of the cohort as the previous year. In addition, 28,058 students (96.4 per cent) passed at least three subjects in the exams, slightly lower than 96.5 per cent in 2016.

Last year, 1,570 private candidates sat for the O-Level examinations, compared to 1,865 in 2016. Of these, 90.8 per cent passed at least one subject, up from 90.2 per cent the year before.

The first batch of Normal (Academic) students who were offered higher-level subjects under Subject-Based Banding (Secondary) also performed comparably to their peers in the O-Level cohort, MOE and SEAB said.

The system allows students who have done well in specific subjects to take the subject at a higher level. About 370 Normal (Academic) students under this scheme took one or more subjects in English Language, Mathematics, Combined Sciences and Mother Tongue Languages at the Express Level last year, according to the press release.

Students can visit MOE’s education and career guidance portal for information on the various educational options available to them after the O-Level examination.

As four junior colleges are due to be merged next year and will not be admitting first-year students this year, MOE and SEAB said the junior colleges admitting students this year will be able to increase their intake of students and there may be resulting increases in the cut-off points.

They added that these cut-off point variations do not reflect the quality of each JC or its programmes.

“We encourage students to continue choosing JCs based on each school’s distinctive programmes, co-curricular activities and school culture – factors that can further develop their strengths and interests. We also want to reassure students and parents that there will be sufficient capacity and JC places to cater to demand.”

SINGAPORE: A 23-year-old SAF sergeant was sentenced to 15 months’ jail on Thursday (Jan 11) for having sex with a 13-year-old girl he met on Facebook.

Tan Yong Jin pleaded guilty to two counts of sexual penetration of a minor under 14. Another three charges, including one for asking the Secondary 2 student for a nude photograph, were considered during sentencing.

The teenager cannot be named due to a gag order.

The pair, who were not in a relationship, met on the social network in November 2016. They met in person soon after, and started to exchange messages of a sexual nature.

On Jan 8, 2017, the teenager called Tan and asked him to meet her at Clementi Mall. The pair watched a movie at another mall nearby at about 1pm.

When the movie ended at about 3.30pm, the girl invited Tan to her home.

They intended to have sex at the girl’s flat at Kang Ching Road while her parents were out, Deputy Public Prosecutor Amanda Chong told the court.

After checking that her parents had not returned home, the teenager led Tan to the flat and into her parents’ bedroom. The pair had sex and washed up before the girl’s parents returned home to find a stranger in their flat.

The girl told her parents Tan was a friend, but her mother called the police nevertheless.

Ms Chong urged the court to sentence Tan to 15 months’ jail.

In mitigation, Tan’s lawyer pointed out it was the girl who had invited Tan into her parents’ bed, but conceded that his client “should have known better”.

Tan was “inept at dealing with the opposite sex, so resorted to social media to find female companionship,” the lawyer said.

In sentencing Tan, District Judge Wong Li Tein said that despite the fact that the girl consented to sex with Tan, he was “entirely to blame”.

She was just “a child of 13”, and a man of 23 should have known better, the judge said.

For sexually penetrating a minor under 14, Tan could have been jailed for up to 20 years and caned.
